What could chile have to stay alive?

My ideas to stop having people die in earthquakes or less risk:

six wheels instead of four

emergency stop brakes

another layer of bricks

thicker bricks

bricks dug deep in the ground

navigation systems

live electronic maps on big posters

any iddeaass?|||Very few people died in the recent Chilean earthquakes vs the number who died in Haiti. The cost of redesigning all cars to have 6 wheels instead of 4 is rather prohibitive. I really don't see how your ideas would have helped. Most of the structural damage was sustained by historical buildings, not the more recent ones.|||Move.......|||In Chile more people died because of the tsunami than the earthquake. But you could have good constructions, know what you need to do in an earthquake etc.
